Hello manicmedic glad to see you here!

I was surprised to see you wanted to come to Minnesota, that is where I live and work! Why are you thinking of moving here? And sorry for the delay answering your post, I was gone for a couple of weeks and had very little access to the internet.

I am not sure what the rules are with reciprocity from another country. I have looked for a while and all I can find only talks about transferring from another state in the US. I do have the website for the Minnesota Emergency Medical Services Regulatory Board which would be who you would need to contact for the answer though.

This is a link to the information that they have on reciprocity, it does not really help in this case but you can check it out.
EMSRB reciprocity page

I could not find an email address for you at the MN EMSRB but the phone number is 1-651-201-2800 for the office here in Minnesota.

You can also check this page for the National Registry of EMTS here for the contact information for the person you would need to talk to about reciprocity in Minnesota

I hope this helps a little. Let me know if there is something else I can do.

Ed
